To promote instream flow water rights within the Gunnison Basin and to help build support for flexible water management mechanisms that will allow agriculture lands to stay in agriculture; as well as allow the water to be temporarily dedicated for deposit into a water bank and be protected in the stream, down to the place of storage of the water bank (e.g., Lake Powell.)
