Sticking Points: How School Districts Experience Implementing the Portfolio Strategy

The portfolio strategy is a change strategy for public education in a district or metropolitan area. It is founded on the idea of re-missioning government agencies from rigid bureaucratic entities that mostly manage compliance requirements and interest group politics to a new role: overseeing performance and a diverse range of school choices (the portfolio) from which families can choose. Since the Center on Reinventing Public Education (CRPE) introduced the portfolio strategy concept in the early 2000s, more than 50 localities have adopted the idea and sought to put it into practice. For the past five years, CRPE has tracked their progress over time by conducting an annual review focusing on seven essential, interrelated portfolio components.
